벨라루스의 민주주의 지지를 요청하는 재한 벨라루스인과 한국시민사회단체 공동기자회견 개최
1. 벨라루스의 민주주의를 위한 재한벨라루스시민모임 (BKDB: ‘Belarusians in Korea for the democracy of Belarus, 벨라루스의 민주주의를 위한 재한벨라루스시민모임 | Facebook)과 46개 한국 정당 (정의당, 녹색당, 사회변혁노동자당)및 시민사회단체들은 벨라루스 시민들의 민주주의를 위한 저항에 지지하며, 3월 22일과 23일로 예정된 유엔 인권이사회에서 벨라루스에 대한 강력한 새 결의안을 한국 정부가 적극 지지해줄 것을 요청하는 공개서한을 3월 19일에 발송하였습니다. 또한, 3월 21일에 벨라루스의 민주화 운동을 지지하고 연대해줄 것을 요청하는 공동기자회견도 함께 개최하였습니다. 이 기자회견은 벨라루스의 민주주의를 위한 재한벨라루스 시민모임의 페이스북에서 동영상으로 생중계( https://fb.watch/4myVDP_E2w/)되었습니다.
2, 기자회견에 참석한 재한벨라루스시민모임은 세종문화회관 계단에서 약 30분간 진행된 기자회견에서 벨라루스의 심각한 인권탄압 상황을 상징하는 퍼포먼스와 함께 한국어와 영어로 벨라루스의 상황을 알리고, 한국 정부와 시민들의 연대를 호소하였습니다. 이번 기자회견의 사진과 참가자들의 발언을 보도자료로 드립니다. 이 기자회견에 많은 관심과 기사작성을 부탁드립니다.

– 46회 유엔인권이사회 벨라루스 결의안에 적극적인 지지를 표명해주세요-
안녕하십니까. 저희는 ‘벨라루스의 민주주의를 위한 재한벨라루스시민모임 (BKDB: ‘Belarusians in Korea for the democracy of Belarus)입니다. 저희는 3월 22-23일로 예정된 46차 유엔인권이사회 회의에서 한국이 새로운 벨라루스 결의안을 지지하길 호소합니다. 벨라루스의 인권상황은 올해 2월과 3월에도 심각히 악화되고 있습니다. (아래 참조). 이는 지난 대선부정선거이래 벨라루스정부가 저지른 각종 심각한 인권침해의 연속입니다. 이런 악화된 상황으로인해 유엔인권이사회와 한국같은 회원국들의 행동이 절실히 필요합니다. 가해자의 신원을 밝히고 책임을 지게 하는 이 새로운 메카니즘은 현 인권위기 상황에 꼭 필요합니다.
유엔인권최고대표의 보고서는 현 상황을 “벨라루스 역사상 전례가 없는 인권 위기”라고 기술하고 있습니다. 정부당국은 새로운 선거의 필요성을 논하거나 정부와 조금이라도 다른 정견을 표현하는 시민들을 계속해서 탄압하고 있는데 특히 인권활동가들, 야권 정치인들, 언론인들, 노조원들, 변호사들, 학생들을 주요 타켓으로 삼아왔습니다. 일부 공론화된 사례들은 다음과 같습니다.
올해에도 많은 사건들이 발생했습니다. 두 명의 여성 언론인들이 지난 11월 평화로운 집회를 취재했다는 이유만으로 2년 실형을 선고 받았습니다. 벨라루스 경찰은 대내외적으로 존경받는 벨라루스의 대표적 인권단체, 비아스나 (Viasna) 사무실 두 곳, 벨라루스언론인협회의 본사, 독립벨라루스라디오&전자업계노조 (REP) 본사를 급습하여 수색하였습니다. 지난 몇 주간 경찰의 압수수색을 받은 인권활동가및 언론인, 가족들은 모두 40여명이 넘습니다. 보안당국은 유엔과 함께 활동해온 단체들도 공격했는데 특히 유엔의 긴밀한 협력기구, 장애인권리사무소 (ORPD)는 현재 조작된 경제범죄로 기소를 당하고 있습니다. 동 단체의 대표는 가택연금에 처해졌고 변호인은 재판전 구금상태입니다. 이는 장애인권리사무소의 인권활동에 대한 명백한 정치적 보복행위에 지나지 않습니다.
아울러, 벨라루스 정부가 이미 수감중이거나 구금상태로 재판을 기다리는 시민들에게 의약품을 제공하지 않거나 변호사 선임을 거부한 비인도적인 사례들을 다수가 증언하고 있습니다. 보안당국은 심지어 활동가의 가족들에게서 핸드폰, 컴퓨터, 신용카드, 현금등을 압수함으로써 이들의 최소한의 생계수단마저 앗아가고 있습니다. 여러 인권단체의 통계에 의하면, 지난 8월 부정선거이후 3월 14일까지 총 4-8명의 시민이 사망이 추정되고, 285명의 정치범이 수감되었으며, 공식으로 집계된 고문사례만 무려 450건에 달합니다.
벨라루스는 유럽평의회 (Council of Europe)의 회원국이 아닌 관계로 현 인권위기 상황을 타개하기위해서는 유엔인권이사회의 리더십이 어느 때보다 더 중요합니다. 대한민국 정부가 유엔인권이사회의 이런 노력을 지지하고 함께 해주시길 간곡히 요청드립니다. 시민들의 행복하고 온전한 삶을 위해서는 민주주의 회복이 절대적으로 필요합니다. 벨라루스의 알렉산드르 루카셴코 대통령은 26년간의 악명 높은 공포정치로 인해 ‘유럽의 마지막 독재자’로 불립니다. 군사독재를 몸소 겪은 한국인들은 그 누구보다도 저희의 힘겨운 상황과 싸움을 잘 이해하시리라 믿으며 이 문제를 심각하게 고려해주시길 바랍니다.

Open Letter of Belarusians in Korea for Democracy in Belarus and & Korean Civic Society to MOFA.

RE: We request your support for the vote of the UN Human Rights Council regarding resolution on Belarus
We (BKDB: Belarusians in Korea for the democracy of Belarus) call for South Korea to support the new resolution on Belarus at the upcoming 46th session (March 22-23) of the UN Human Rights Council. Belarus’s human rights situation has significantly deteriorated in Feb and Mar this year (see below). This follows the serious human rights violations the authorities committed regarding the 2020 presidential election. These alarming new developments require action by the UN Human Rights Council and participating states like South Korea. A new mechanism to help identify perpetrators and hold them accountable needs to be established to deal with the current human rights crisis.
The High Commissioner’s report describes “a human rights crisis of a magnitude unprecedented in Belarus.” The authorities continue to persecute people who have expressed any disagreement with them and talked about the need for new elections. Citizens, including opposition politicians, activists, journalists, trade unionists, lawyers, students are being targeted. Here are some specific cases that are known to the public.
This year alone, two women journalists were sentenced to two years in prison for documenting peaceful demonstrations in Nov 2020. Belarusian police forces raided and searched the two offices of the highly-respected Human Rights Center, ‘Viasna,’ the central office of the Belarusian Association of Journalists and the central office of REP, the independent Belarusian Radio and the Electronic Industry Workers’ Union. In total, more than 40 human rights defenders, journalists and their relatives were affected by police searches in the past few weeks. Authorities also targeted the organizations that work with the UN. In particular, ORPD (Office for the Rights of Persons with Disabilities), a close partner with the UN is currently under criminal investigation on trumped up charges of financial crimes, as retaliation for the group’s human rights work. Its director is under house arrest, and its lawyer is in pre-trial custody.
In addition, there are widespread reports of violations of the rights of those who have been held in custody awaiting the trial or imprisoned. These include being denied medical help and access to legal representatives. Security forces seized the phones, computers, money, credit cards of the family members of the activists, which often left them with no means for existence. According to local media & NGOs, we have an estimated number of at least 4-8 deaths and 285 political prisoners, 450 documented reports of tortures since the problematic presidential election last Aug.
Belarus is not a member of the Council of Europe. Therefore, the UN Human Rights Council should show leadership for dealing with the urgent human rights violations in Belarus. We would greatly appreciate it if South Korea could support the efforts of the Human Rights Council in this matter. Belarus’s president Alexander Lukashenko is called “Europe’s last dictator” for his 26-year-old terror. We believe that Koreans who experienced military dictatorship understand our hardship and struggle very well and agree that only democracy allows its citizens to live fulfilled lives. We sincerely hope you take this matter seriously.
